Highway is a tool that allows any public officer with a "gov.sg" emails & other whitelisted healthcare organisations to request documents from members of public and non-government stakeholders via a secured link. It allows public officers to track submissions of files too. Highway currently restricts uploads from government devices, GSIBs, and government networks. ## Who can use Highway? 3\. Check your work email for the email OTP and copy it. The email OTP will only be sent to whitelisted users. If the email OTP does not appear within 15 minutes, please check your junk or spam inbox before reporting the issue to us here: .

# Creating Collections ## How do I create a collection on Highway? 1. Click on "Create Collection"
2. Name your collection & once done, click on "Next".
3. Click on "Download" to save your secret key. Note: You will need this every time to access responses to the collection, so try not to lose it! 1. Once you have saved your secret key, click on the checkbox that says "If I lose my Secret Key, I cannot activate my collection or access any responses to it" and then proceed by clicking on "I have saved my secret key safely".
## How do I create submission links on Highway? 1. Click on "Create submission link" to create a unique link to share with a citizen to submit files.
2. Name your submission link so you can that you can identify who is submitting these documents/which case these documents fall under.
3. Set the link expiry date and instructions/message for the submission link and once done, click "Create link" to create the submission link.
4. Type in the email you would like to send the link to and click on the green email icon to share the submission link with your intended recipient. 1. To share with multiple recipients, enter the emails you would like to share the link with followed by a comma or a space, and then click on the green send button on the right! 2. Alternatively, you can copy the submission link to share with your intended recipient instead. 5. Click "Go to collection" when you're done sharing, or if you'd like to create more links create on "Create another link".
# Sharing Collections ## How do I share a collection on Highway? 1. Click on "Manage Access".
2. Enter the email of the user you wish to share access to, and press the "Add" Button or the "Enter" Key.
3. The user will appear as part of 'People with access'. To remove the user, click on the 'Trash' Icon on the same row as the user.

To view the submitted files, navigate to your collection and click on the submission link you created.
2\. The files submitted by your recipient should show up here. Click on the green download icon in each row to download the files you wish to download. Alternatively, click on the download button at the top to download all files submitted through the submission link.
3\. There will be a popup for you to upload your collection's secret key. Paste the secret key in the fields and click on "Download files".
## How long do submitted files stay on Highway? {% hint style="warning" %} On 1st Nov 2023, we will release the file expiry feature. Your files beyond **90 days** from the submission link expiry date will be automatically deleted. {% endhint %} * This policy ensures the security and integrity of your data. * **To ensure that your files are not deleted on Highway, please edit the expiry date of your submission links.** Once files are deleted, there is no way to access deleted files. * We recommend setting reminders for file management and maintaining local backups for important data. # Agency FAQs For Agency Users only # General ## What file types are allowed? The current file size limit on Highway is 1 GB per file, but there are no restrictions on the total file sizes per submission link or per collection. ## What data classification and information sensitivity can Highway handle? Up to Restricted/Sensitive Normal. ## Can recipients submit files multiple times via the same submission link? Yes, this is possible. Please note to set a longer expiry date for your submission link if you wish to allow your recipient to have access to your link for repeated submissions. ## Can collections and submission links be deleted? Unfortunately, this is not a feature that is available at the moment. ## Why can't I upload files from my GSIB/HVB? Highway is designed to enable file collections from citizens and not for government / healthcare / education officers to share files externally, hence uploads from certain IP address has been banned intentionally. ## I have lost my Secret Keys! What should I do? If you have lost your secret key, take these steps immediately: 1. Create a new collection and **save the secret key securely**. Then create a submission link in that collection and share it with the citizen so they can submit through it instead. Let the citizen know as soon as possible to avoid delays in receiving further submissions. 2. On the computer you used to create the original collection, **search for ‘Highway Collection Secret Key’**. Secret keys are downloaded as .txt files with ‘Highway Secret Key’ in the filename. 3. If you have created multiple collections with similar titles in the past, it is possible that you have confused the different collections’ secret keys with each other. **Try all secret keys with similar filenames** on your form. 4. If you remember sending an email to share your secret key with collaborators, **search the Sent folder in your email for the keyword ‘secret key’** and your collection title. 5. If you are still unable to find your secret key, you will not be able to access your existing collection data. ## My agency is migrating email domains, what should I do? As collections are tied to email addresses, this means that you will lose access to all collections if a proper transition period is not in place. Please set a transition period where each admin have to transfer all active collections to their new email addresses. You may follow the instructions below to add collaborators:

Please contact our team through this form: # Known issues ### I clicked on the “Download all” button but not all the files are being downloaded! What should I do? Agencies may encounter this issue when trying to use the "Download all" button to download files. Whilst the files have been downloaded on the Highway platform, some government devices have a separate virus scanner (i.e., Safe Internet Surfing) that scans the files and blocks them from being downloaded together. Temporary workarounds: * Individually download the files OR * Explore an alternative mode of file transfer (e.g., secure thumb drive) ### The recipient is unable to upload files and sees the following: "Virus scan failed, please try uploading again." at the submission page. What should they do?
Recipients may encounter this error when trying to submit files on Highway. This is due to the virus scanner on Highway sporadically failing, and it will take time for the Highway team to resolve this issue. **Temporary workarounds:** * Re-upload the same files, as we have observed that the files will generally be uploaded successfully after multiple attempts, OR * Explore an alternative mode of file transfer (e.g., secure thumb drive) # Submitting Files Read here if you received a highway.gov.sg link to submit files ## How do I submit files on Highway? 1\. This is what you should see after clicking on the highway.gov.sg link sent by agency officer **for active links**. You can start uploading your files on this page. Do note that the highway submission link has an expiry period, hence please submit your files before the deadline. You will not be able to upload and submit your files with an expired link.

If the Third Party Terms require you to enter into an agreement directly with the Third Party, then you unconditionally agree to enter into such agreement, and in any event, to be legally bound by the Third Party Terms. For the avoidance of doubt: 4.3.1. some Third Party Terms (particularly open-source terms) permit either a direct licence to you from the Third Party or a sublicence from GovTech to you. Examples of Incorporated Terms include provisions which require GovTech to give you notice of certain rights and liabilities or require GovTech to ensure that you acknowledge certain matters. Similarly, if the Third Party Terms expressly or impliedly require these Terms of Use to be altered such that the Third Party Terms are complied with, the parties herein agree that the Terms of Use shall be deemed to be so altered but only to the extent necessary for compliance. 4.5. Some Third Party Terms grant the Third Party, or require GovTech to grant the Third Party, direct rights of enforcement of these Terms of Use as a third party beneficiary, against you. You agree to defend and indemnify and keep GovTech and its officers, employees, agents and contractors harmless against all liabilities, losses, damages, costs or expenses (including legal costs on an indemnity basis) howsoever arising out of or in connection with your access or use of the Service (including third party software or services) or your non-compliance with the Terms of Use, Third Party Terms or Incorporated Terms, whether or not you had been advised or informed of the nature or extent of such liabilities, losses, damages, costs or expenses. #### 7. Hyperlinks 7.1. Insofar as the Service provides a hyperlink to material not maintained or controlled by GovTech, GovTech shall not be responsible for the content of the hyperlinked material and shall not be liable for any damages or loss arising from access to the hyperlinked material. Use of the hyperlinks and access to such hyperlinked materials are entirely at your own risk. The hyperlinks are provided merely as a convenience to you and do not imply endorsement by, association or affiliation with GovTech of the contents of or provider of the hyperlinked materials. 7.2. Caching and hyperlinking to, and the framing of, any part of the Service is prohibited save where you have obtained GovTech’s prior written consent. Such consent may be subject to any conditions as may be determined by GovTech in its sole discretion. Privacy Policy You also agree to the terms of the Privacy Policy for this Service as may be amended from time to time. The Privacy Policy will form part of these Terms of Use. #### 9. Rights of Third Parties Subject to the rights of the Third Party set out in Clause 4.5, a person who is not a party to these Terms of Use shall have no right under the Contracts (Rights of Third Parties) Act (Cap 53B, Rev Ed 2002) or otherwise to enforce any of its terms. #### 10. Assignment 10.1. You may not assign or sub-contract these Terms of Use without the prior written consent of the Government. 10.2. The Government may assign, novate, transfer, or sub-contract the rights and liabilities in respect of the Service and these Terms of Use, without notifying you and without further reference to you. Your acceptance of these Terms of Use shall also constitute your consent to such assignment, novation, transfer or sub-contract. #### 11. Governing Law and Dispute Resolution 11.1. These Terms of Use shall be governed and construed in accordance with laws of Singapore. 11.2. Subject to clause 11.3, any dispute arising out of or in connection with these Terms of Use, including any question regarding its existence, validity or termination, shall be referred to and finally resolved in the Courts of the Republic of Singapore and the parties hereby submit to the exclusive jurisdiction of the Courts of the Republic of Singapore. 11.3. GovTech may, at its sole discretion, refer any dispute referred to in clause 11.2 above to arbitration administered by the Singapore International Arbitration Centre ("**SIAC**") in Singapore in accordance with the Arbitration Rules of the SIAC ("**SIAC Rules**") for the time being in force, which rules are deemed to be incorporated by reference in this clause. Further: 11.3.1. The seat of the arbitration shall be Singapore. \ \ 11.3.2. The tribunal shall consist of one (1) arbitrator. \ \ 11.3.3. The language of the arbitration shall be English. \ \ 11.3.4. All information, pleadings, documents, evidence and all matters relating to the arbitration shall be confidential. Where GovTech is the defendant or respondent, it shall be given at least 30 days before the commencement of any legal action against it to elect to exercise the right herein to have the dispute submitted to arbitration. This right to elect shall not prejudice GovTech’s right to a limitation defence and the period to exercise the right shall not be abridged by reason of any accrual of a limitation defence in favour of GovTech during the said period. #### Annex 1\.
